that came into the detroit bankruptcy was its public pensions. i think the emergency manager in detroit has estimated that the city owes something like $18 billion in debt, $3.5 billion of that in unfunded pension liabilities. jeff mentioned, a lot of things going to a pension funding situation. to them is whether the government is making contributions. thene of them is whether government is making contributions paid that is a problem in detroit. the government has borrowed to make contributions, just like borrowing to pay your monthly bills. not necessarily a good idea or a sustainable. in some cases they might have sweetened the pot. several members are under investigation by the sec. nevertheless, the asset returns that you talked about a couple years ago didn't look so good. for that reason it called attention to the funding of state and local pensions generally. in some ways detroit is its own case and in other ways it brings up the fact that on average, state and local pensions are 80% funded -- i'm sorry, 73% funded. 80% is the target we would like to be. street at thethe capitol are

managers with the power to set aside elected governments most famously in the largest city, detroit. pennsylvania governor tom corbett, so unpopular may not run for election in 2014, pushed forth a law disenfranchising voters prompting the court to smack it down. equally unpopular governor rick scott refuses to budge on the state's stand your ground law trying a second percentage of the voter rolls, no likely that legitimate voters will be bumped off the roles. governor kasich in ohio signed new restrictions on reproductive rights. the governor in maine, education andy, a included state funding for religious schools. list goes on and on. far right republican governor implementing agendas. north carolina, its governor, pat mccrory promised if he won, which he did last november, he wouldn't sign any new abortion restrictions into law. he did just that putting his signature on a bill last month that tucked those restrictions into a motorcycle safety measure. this week mccrory signed a bill into law that takes voter suppression to a whole new level. north carolina's new voter law requir

on washington. first, edith lee payne of detroit tells the story of one of the iconic pictures taken at the event. >> one evening in october of 2008, i got a phoneical from my cousin, marcia, who lives in baltimore mo, maryland, she had been browgz a category with some friend and came across a 2009 black history calendar. on the front of this calendar were pictures of dr. king, and frederic douglas, jesse owens. and on the back of the calendar were these same people but, also, there was a picture of me. i of course immediately recalled being at the march on washington but i didn't recall a picture being taken. it also happened to be my 12th birthday. that day in washington was a very hot day. but it was a day where a lot of people from all over the country came together for a common goal, and that was to make the quality of life better for everyone. it was very special to me to be there, to be one of the people present to make a difference in what dr. king had brought to our attention. >> woodruff: that was edith lee payne of detroit. you can find her story, and other firsthand accou
